An indoor cat would be entirely suitable for life in a high rise building.
Nevertheless, balconies and terraces may have to be ‘out of bounds’ and secure because of the danger of accidental falls.
It is possible to control the ‘ins and outs’ of an outdoor cat by physically taking it to the ground level and then carrying it inside again when you are ready, but this would suit only the most dedicated of cat owners.

A friend of mine has a cat in his apartment and the cat’s a bit nutty. (I grew up with indoor/outdoor cats who were not so neurotic.) Would limited space have that effect? I’m considering getting an adult cat from the humane society for my apartment, but I’m concerned about the cat’s sanity.
